The F-1 visas for Pakistani students are soaring amid a global decline, according to the US government data. The US visas granted to Pakistani students climbed 44.3% in the first half of Fiscal Year 2025 (October 2024 to March 2025) with warming relations between the governments of the two countries. A recent terrorist attack on April 22 in Kashmir has killed 26 Indian tourists. Prime Minister Narendra Modi's Hindu Nationalist government took no time to blame Pakistan for the attack and vowed to "punish" the neighbor for it. Indian media, also derisively known as "Godi media", immediately went into overdrive to demand action against Pakistan. New Delhi followed up with suspending the Indus Basin Water treaty from the 1960s which guarantees 80% of the water from the three western rivers (Chenab, Jhelum and Indus rivers) to Pakistan, while India gets the exclusive use of the water from three eastern rivers (Beas, Ravi and Sutlej rivers). The Canadian government has recently taken a series of steps to cut the number of international students studying in Canada. This is believed to be related to the extremely hostile Indian government response to Canadian allegations that the Indian officials ordered assassinations of Sikh activists in Canada. There are now new reports that Ottawa has asked Indian students to resubmit their documents for review. Earlier,  Canada made a decision to end the fast-track visa process, known as Student Direct Stream (SDS), for students coming from India, Pakistan and a few other developing countries. The US government granted 16,320 immigrant visas to Pakistani nationals. Another 11,861 immigrant visas were given to Pakistanis by the Canadian government in the same period.  The total number of new Pakistani immigrants admitted as permanent residents in North America in 2023 was 28,181.  There are currently over a million Pakistanis living in North America. In a campaign speech on May 1, Indian Prime Minister Narendra Modi bragged about his campaign of transnational assassinations of individuals he has labeled "terrorists". “Today, India doesn't send dossiers to the masters of terrorism, but gives them a dose and kills them on their home turf", he is reported to have said, according to a  tweet  posted by his BJP party. The United States Department of Justice has filed an indictment alleging that an Indian agent hired an assassin to kill Gurpatwant Singh Pannun, a Sikh separatist. Canadian Prime Minister Justin Trudeau has accused the Indian government of involvement in the murder of a Canadian Sikh leader on Canadian soil. Trudeau announced this week that Canada was "actively pursuing credible allegations" that  Indian intelligence  agents had potentially been involved in the murder of Canadian citizen Hardeep Singh Nijjar in June, 2023. Canada, a member of the "Five Eyes" intelligence alliance with Australia, New Zealand, UK and the US, is reported to have shared intelligence on the incident with Washington.  The US and UK say they are "deeply concerned" and encourage Indian officials to cooperate in any investigation.
